I don't think it is as simple as saying now that NYRA doesn't "own" they tracks, they have no motive to put money into them. They are there for 25 years and I don't think they would take a different approach if they land claim was still floating out there. Without the franchise they don't exist. I think the lease versus the "potentially or likely" own point is probably moot aside from the negotiating leverage. |
