You wouldn't say that Scav, if you had a winner that say opened at 30/1 and was bet down to 6/1 at the off. Don't forget, I was betting with bookmakers, either at the track or in our versions of OTB's, for 20 years before moving to the States. Most bookies dont cap performance , they just play the numbers. Some times tey doctor the numbers to intice betters one way or another.
