i asked the girl who worked the story.. she said that the stable owner reported it months ago, in january.. and then again in april.. at the time the horses weren't bad enough to take action.. and the sullivan county sheriff's dept. had been trying to get the lady who owned them for a while now.. i was under the impression that the lady that reported them didn't get in trouble, because she did it, and did it often. also, the horses never left her barn, so she was aware of it for awhile.. now, i could be wrong, there really isn't a clear cut answer for this except they (the sheriff's dept.) had wanted to bust her for awhile. maybe they had to arrange places for the horses to go, etc., i am not sure of that.
