Smith contacted Sullivan County Animal Control officers in April, but the animals were not run down enough to place charges. But by late June, there was sufficient evidence to charge Harlan with animal cruelty.
That's the part that infuriates me about these cases. AC officers have a very tough job - basically if the animals have some food and water they can't do anything to seize the animals. Alot depends upon the local AC's, too - do they care enough to keep a close eye on such situations when they are alerted, and step in as soon as they can, legally?

It's tough for the AC's, but it's tough to see animals have to get to nearly the end of their lives, or have one or two die, before someone can step in, too.

Because most people are total assholes and have no respect for any kind of life. This is why I get along better with animals than people. It sucks.
