Definitely not his best work, but I think he saw there was a slow pace and reacted. He definitely made the wrong decision, but even money was kind of a joke.
He probably sensed that the pace was a crawl and if he didn't move that soon Sweet Return would win in a jog.
I think sitting back under those circumstances would have been the wrong move.
