Over your heads, the both of you. The point is what kind of deterrent is it when (i) all he gets is 10 days for the one time he's caught, and (ii) the horses can still run. It's a slap on the wrist to him and a slap in the face of horseplayers.
I’ll ask again and maybe you can step off your soapbox to answer….what kind of punishment do you feel is fair for a small overage of bute?
