Set Sail had to literally "set sail" to find a race against winners.
I guess a first condition allowance open to all ages, all sexes, and all Cal-breds regardless of earnings and number of career victories couldn't draw the requisite 5 horses at Santa Anita. Maybe he would have stayed home if they allowed dirt maiden winners to remain eligible for a maiden special weight on the turf.
