To your first point…yes and no. How about the bettors who had the 1 on their tickets?
I have no issue with your solutions. I just know that bettors were not afforded the same protection as the owner was in this case. And that’s a shame…on our biggest stage. Imagine the few time a year gambler who correctly picked the first 4 races in the pick 5 who was alive to Modern Games? How do you explain this and how could you possibly convince said person to ever bet again?
