Appears that the NY stewards are acting like the airline industry....no reason to make any procedural changes or design changes until tombstones start to pop up.
So herding will continue to be allowed, and encouraged through non-calls and no disqualifications until a jockey dies as a result of herding. It's that simple. Period.
