Golden Gate is still running and they are in the same state. Perhaps those jockeys and horses go there and create bigger fields?

Unless they are now creating deadly lab viruses I don't think they can claim credit for this.

As few times modern horses actually race, a shut down of 3-4 months might not even affect a good number of their schedules.

Racing has done a great job trying to keep going but it is a good time to "clean up" some problems.
