By way of an attempt to enlighten, people should attempt to understand that in most jurisdictions the majority of stewards in the stand don't work for the racetrack.
In NY, one is a NYRA steward, one a Jockey Club steward and one a NY Gaming Commission steward. In KY, two are from KY Horse Racing Commission, one from the racetrack association running (CD, KEE, TP, ELP or KD).

And of course, I'm immediately sorry I bother trying to explain anything. The thought that racetracks are magically getting stewards to adjust decisions to manipulate carryovers is ridiculous.
And stop dragging Andy into every discussion while manufacturing smears of NYRA. It's tiresome. Similarly, you have no idea who was at fault in the DRF/CDI dispute. None. Just stop already.
