Is it up to the stewards or the jocks?

I would think that the best policy would be having to serve the days within 5 days of the suspension coming down.

I could be wrong and Steve will know, but I believe the game that is played is filing an appeal which stays the suspension until the appeal is heard and then withdrawing the appeal when the rider wants to be suspended before the appeal is heard.
