I don't wish to think that's the case, and the hundreds of thousands of races in the time span, with 53 caught, does not indicate rampant use as you think there is. The numbers don't back up your belief. And how many are repeat offenders?
Or are we to assume that since some get caught, they're all using them?
Based on your assertion, that's one buzzer every 154 races. Is that enough to be considered 'common'? Where do you get your numbers? Mine are from that site...
I wasn't implying that they're all using them. At the majors tracks like Santa Anita and Belmont I don't think that too many jockeys use them. I think it happens occasionally but I don't think the use is rampant.

With regard to your assertion that "the numbers don't back up my belief" that only a very small percentage of people using them were caught, I don't know how you come to that conclusion. If investigators are not really taking any proactive measures to catch people, then how could anyone come to any conclusion other than only a small percentage have been caught?

I am going to give you an analogy. If a security guard at a concert attended by 10,000 people frisks 100 random attendees and finds that 5 of them have marijuana, what conclusion would you draw about how many people at that concert probably have marijuana on them? If they only checked 100 out of 10,000 and they caught a total of 5 people, would you assume that only 5 people at the concert had marijuana?

most likely Chapa would still be riding...and buzzing if it was not for the photo and the photographer reporting the sighting

when chapa saw it, he actually requested the photo be taken down--that it 'didn't look good'.

Anyone have a list of the 53 jockeys?

Hard to believe that 53 jockeys were caught in thoroughbred racing and got lengthy suspensions yet no one can name more than a handful?

One guy gets caught and it makes national news.

I highly doubt the Grey Rag could name the jocks "caught."

I watched that race again. Clearly some shenanigans after the finish line. Day had to be in on it. Never investigated? Pretty obvious something was handed off.
