Lord Nelson was a top handicap horse in the Northwest who last raced not more than 10 years ago. Can't believe they could name another horse the same so quickly

From the Jockey Club Website-

Names of horses over ten years old may be eligible for use if they are (otherwise acceptable) and have not been used during the preceding five years either for breeding or racing.
Names of horses that were never used for breeding or racing may be available for use five years from the date of their death as reported.

I also thought it was longer than that, I thought it was geldings only and that they had to have died some years prior to being eligible to be re-used.
