Immediately after the speech, Novak confronted Daschle about his "lockbox" statements, and Daschle admitted that the "lockbox" did not exist.

right, and just think how solvent social security would be if there was a lock box. but no, it was included in the general fund (medicaid as well) which caused a huge influx of money, which meant other spending went up-and there went social security. both the federal income tax (a temporary tax they claimed at the time) and social security/medicaid were enacted in the 20th century. federal growth and spending increased dramatically in kind. the more you make, the more you spend-and nowhere is that more true than with the feds.
