It sounds like you're okay with her wanting black business owners to prosper and increase in numbers and successes, but not okay with her actually doing the only thing she can do to make that happen.

I can see what you're saying but it still doesn't seem like a good idea to me because the goal is to have an integrated society. If certain groups start isolating themselves by totally sticking together, then the result will be the opposite of the intended goal. You will end up with a segregated society.
