I don't think DeCarlo automatically gets a mount because he's Pletcher go-to rider at Deleware or when all the main guys are unavailable or riding for him elsewhere.
There's plenty of upper echelon jocks that won't have a mount locked in, and will probably get the call before DeCarlo.

Maybe Pletcher will throw him a bone if someone like Cowtown Cat or Deadly Dealer makes the race.
