only in cook county would they suggest such a thing...... and we wonder why its open season on crime here....this is why.

Smith said most of the accused shoplifters who come through Cook County Jail "are by and large very sympathetic." They're often homeless, mentally ill or suffering from addiction, she noted.

Filing fewer felony cases will "have a significant effect on that population," Smith said. "These are people in need of services, not incarceration."

at least the 101 scum sitting in jail are not robbing or stealing....but no, lets put the "petty" criminals back on the street to continue their trade I mean receive services. Hell, she just said resources are strained, where are the services coming from?
