BTW, the Veterinary Hyperbaric Medicine Society (http://www.vet.utk.edu/vhms/review.html has a good summary of hyperbaric medicine in the equine) encourages stronger regulation of veterinary hyperbaric medicine, just as the human side has regulated dive medicine and medical hyperbaric chamber use over the years.

Right now veterinary hyperbaric medicine in the hands of lay people, for the most part.

I think his question was more HOW are they going to enforce not why they would.
