As another site pointed out, regarding the shots fired- the Capitol Police are currently working without pay, to protect the members of Congress, who are being paid.

They must have had to borrow the bullets from the 1.6 billion bullet stockpile at DHS (100% Fully Operational by the way, no furloughs or shutdowns there):
