That's fine. That's why so many stewards allow jocks to herd. If you're not allowed a clear run, intentionally, that's fine according to you, and others.

In this case, this horse herded twice and was taken down. Of course, if this were Castellano on a Brown horse, it'd stayed up.

The horse should've come down, but I've seen a lot worse kept up. Also I don't think the 7 was interfered with much at all. The 3 just got squeezed and the 7 benefited from the ruling.
