All they really need to do is distinguish between allowance and starter races, and revise the provision to state that, for the purpose of starter races, the horse actually had to be entered to be claimed for the price during the lookback period in order to be eligible for the starter race.

This is exactly right. Without doing so, this horse will be eligible basically as long as he is still racing and steps back down into a starter race now and then. Hard to believe they haven't altered the rule yet. He wouldn't be eligible for a starter race on any other circuit in the country.
