I would only recommend IAnnotate for the Ipad. Android has a downgraded version of it for their tablets that doesnt have as many features (i.e. text box) as the app for the Ipad does. I use ezPDF Reader on my Galaxy Tab 2. It is the best one I have found for Android.

I've had decent success with Good Reader on my iPad. . . I use Formulator, and recently discovered that it works close to perfect on the Puffin browser app.

I use an Ipad with GoodReader and iAnnotate...... And a Asus infinity pad with IAnnotate both are High def and have bright displays which allows you to use the outside.

From a track usage/portability perspective I'd highly recommend the iPad Mini. Much lighter to carry around and you only give up a little real estate.
Not to mention it won't lighten your wallet as much. Be sure to get the 4G version and not just WiFi.
