I think you have your Cambodians and your Vietnamese mixed up. This photo is of a South Vietnam officer executing a Viet Cong who had just been caught killing unarmed civilians.

(My stepmom and stepbrothers are survivors of the Cambodian genocide. She, in particular, would be pretty annoyed at Vietnamese being taken for Cambodians. )
