Its very important you realize whos using one. Yes a tounge tie is still used. They are good devices to cheat and catch a price with. Makes a ton of difference. It does the same thing a Tie back does, except you can remove it after they run. Youll notice the Cornell by looking at the top of the horses nose. You can detect the Cornell by fuzzy material where the drop usually is.

thanks my understanding is that they are declaring it as an equipment change (similar to blinks on/off) at least at Keenland.
