I had an extremely good time at the Southpoint last year on Derby weekend. It's busy so get there early to get a seat but they also had one of the ballrooms open for a Derby party to handle the crowds with tables and TV's setup. I had no problem getting wagers down and thought it was quite a nice atmosphere. It's well off the Strip which may or may not bother you. Check out their website................
