I can only go from prior experience but pre-2006 I could be anywhere I wanted, in any country despite being from an anti-gambling state, should a US law be passed would it trump the state laws? Would it allow me to open up with offshore books that are not pari mutual?

The concept of Frank’s bill, called the Internet Gambling Regulation Consumer Protection & Enforcement Act, is to regulate, not ban, online wagering, and derive revenue from it. The bill would give the Treasury Department power to regulate and license Internet betting providers.

They will have to bring briefcases full of cash to Barney's favorite meeting place in order to get a license.

Harrah's has been planning for this and started an online division awhile ago. I assume other big players like MGM/Mirage and Foxwoods are already working on something too. I don't think this would open up offshores again but instead we would get a number of new US based sites.

Frank has been trending libertarian on social issues (not surprising, given his status)--he recently came out in favor of legalizing pot as well, and I believe he introduced a bill to that end as well.

However, I suspect the chronic Jesusheads in the GOP will find enough paternalistic do-gooder liberals to form a coalition to block this.

I love the bizarre alliances we get on some of these issues--like the anti-pornsters are mostly Bible thumpers, but you get some militant manhating feminazis along for the ride, too.

there is no real way anything can be blocked right now, the only way is really if back room dealings kept it from getting out of committee.
