I dont think the CHRB has stated anything. I think this is all specualtion. So the CHRB hasnt done anything wrong. Plus I wouldnt go to a facility in KY--lol.

The CHRB has discussed it publicly. There was an article in the LA Times about it yesterday.

oracle, the thing is that pval agreed to those terms with the CHRB so he could get his license back, oh about three or so violations ago....he said yes, you can test me at any time. refusal by him in itself is enough for them to strip his license. is it fair? NO, i'd never have agreed to all that. but he did....yeah, it stinks, but it's the deal he made.
