Go to the end of the Carousel towards the picnic area, look directly across for Carolina BBQ, next to and behind there is the normal hangout spot. If you still have problems you can yell out "Sniper" but chances are security might be on you pretty quick. So just find the coffee machine in the back of Carolina BBQ and you'll run into Steve in no time.
