my guess would be this is another stab at getting slot/keno/lottery players interested in betting horse racing.
i can think of a rare occasion i had 2 win bets in a large field but i don't think i've ever had 3. that part is what cripples it for me. the 3 horse box exacta and trifecta are fine.
