I do believe that is a requirement.

yes you have to be a ny resident to wager with nyra rewards and yes you can wager on churchill every day this week (full card) as well as saturday

I could be wrong but I believe anyone can sign up for NYRA Rewards and wager by phone, but you have to be a NY Resident to wager online. I would recommend checking into it, it's definitely the best ADW out there.

I funded my account this afternoon on the phone through my checking account. They said it takes 3 days. Is that worse case?

yup it does take 3 days but i was talking with a guy with nyra rewards and he said that they have a new system going into place within the next few weeks that when you use your checking account you will no longer have to wait 3 business days for deposits up to 500....its going to be instant
