If the scratch occurs before Leg A is run, no question refunds should be made, and start delayed if needed....

imagine you are betting 1A and he is 10 times the horse 1 is.
they scratch the good part and leave you with no consolation

or if you put $10k on the entry and something happens and they scratch the horse you bet. I imagine there are a ton of bettors that were unable to get their ticket cancelled.

I understand the rule and I appreciate it

although I believe a better solution is

no coupled entries

then we would have everyone complaining that something else was a problem
