An enormous amount of money and effort has gone into building extremely good and modern racing facilities in Saudi Arabia. It is hardly surprising that they would want to use a top racehorse, whom they paid dearly for, to begin to legitimize their program.

A better analogy of the kind you gave would be if Tim Duncan chose to sign a huge contract with a European league who paid him excessively in an effort to give their league credibility.
