You still dont get it.
Saying its the tracks fault does not give one the right to pick on some guy that is just doing what he is told to do. It may be track managements fault. But how in God's name does ripping the badge and shoving some dude who is told do this job this way? How does this solve the immediate situation?

Its like yelling at the airline ticket pass people because the airline itself made a mistake. The person behind the desk is not responsible for the screwed up management or computer glitch. And it is ridiculous to sit there and yell at someone who has not control over the situation. Its very typical of people that dont have a clue about another persons job, and if they do, they really dont care and take their frustrations out on THE WRONG PERSON.

My guess is that it was "high stress" day for all concerned.
The rent-a-cop coulda used his walkie talkie.
Baffert coulda been more courteous.
Seems to me that this thing got out of hand way too fast.
So, $500 and an apology ends it...ok.
