Just my opinion, but I think Santa Anita might have a slightly stronger card than the others with respect to the Graded Stakes. Belmont has 4 graded stakes, but 3 of them are 6 horse fields. Santa Anita has 5 graded Stakes. One is a 5 horse field and one a 6 horse field. The others are 8,9, and 13 horse fields.
