Maybe the stewards check out their tickets and factor that in to the decision.

The reason I asked this question was because I am pretty sure the stewards would have taken down somebody like Maragh's horse for doing what Prado's horse did in the 1st race yesterday.I didn't bet the race.So,it just seemed odd to me.

I might be wrong but i also think it has to do with the horses odds. If a horse finishes second at 3/5 they have a better chance of being put the winner than a 10/1 shot does if there is an inquiry/objection.
