I am not sure how consos came about, but I imagine race tracks are just trying to get the race underway without having to have a swarm of bettors coming back to change their tickets.
The cynic in me wants to conclude that they like the conso because it keeps the money in the pool and doesn't require a refund for a scratch. Same answer for those jurisdictions where a late scratch causes you to revert to the post time favorite in a multi leg wager.
