This was the train of thought FORMER IL Gov. Quinn followed when giving known gang members jobs and facilities meant to prevent shorty's recruitment into the gangs. IMO The fact the book was read only to the K-class containing the gender non-conforming kid and not to all the classes shows the true intent of why the book was read.
