Note that they actually have the exception... Nevada, Delaware, Oregon, and Montana.

The reason is it effectively increases their takeout, because let's say for example a 3 team parlay that should pay 8-1 in Vegas I guarantee will pay 7-1 or 6.5-1, yet most people aren't smart enough to realize that. This is what they do in Ontario. Their net take is closer to 15% rather than the 4.5% in Nevada this way...
