Frankly, I don't care what you 'believe' about the rate of those caught, or how many use it. Its banned and should treated accordingly. If its a constant issue like you suggest, then I guess I need to question putting one more red cent thru the windows.
I don't wish to think that's the case, and the hundreds of thousands of races in the time span, with 53 caught, does not indicate rampant use as you think there is. The numbers don't back up your belief. And how many are repeat offenders? Or are we to assume that since some get caught, they're all using them? Based on your assertion, that's one buzzer every 154 races. Is that enough to be considered 'common'? Where do you get your numbers? Mine are from that site...

If investigators are not really taking any proactive measures to catch people, then how could anyone come to any conclusion other than only a small percentage have been caught? I am going to give you an analogy. If a security guard at a concert attended by 10,000 people frisks 100 random attendees and finds that 5 of them have marijuana, what conclusion would you draw about how many people at that concert probably have marijuana on them? If they only checked 100 out of 10,000 and they caught a total of 5 people, would you assume that only 5 people at the concert had marijuana? |

Hard to believe that 53 jockeys were caught in thoroughbred racing and got lengthy suspensions yet no one can name more than a handful? |

Ray Paulick reporting on Twitter that Chapa has received a jockey license at Arapahoe
Jockey Roman Chapa, suspended three times for use of illegal stimulating devices on horses (a nail in 1994, electric shocking devices in 2007 and 2015) was licensed and permitted to ride today at Arapahoe Park in Colorado. He served a five-year suspension on 2015 charge. This guy has a rap sheet longer than my arm....he shouldn't be allowed to jockey anymore, excercise rider, hotwalker, I dont care but he is a animal abuser and a cheat, times over, the sport would be better off without him than with him....
