right, no one probably would point-yet---i guess keeneland wanted to get a jump on any potential finger-pointing by doing a little of their own. a preemptive finger point if you will...

They aren't, at least not for training purposes. I assume they want to keep the horses running as long as they can. Can't get paid a daily rate, if your barn is empty.
