Where do I sign up for season seats for the NYRA at Philly Park meet?

The NYRA plans to eliminate racing at PHA and turn that property into a Smarty-Jones-themed amusement park (it's half-way there already). Though they'll keep the slots, of course. Oh yeah, and they'll bring back the weekend flea markets in the parking lot.
