Second race after quarantine

I noticed Haskin and Dutrow mentioned that second race after quarantine can be a regression. Is there any statistical proof of this? I can't seem to find anything to this except a comment from one guy who usually knows what he is talking about (Haskin) and another who says ridiculous things like steroids don't help performance (Dutrow).
