In the DRF the trainer says its 90% sure that he scratches today, in favor of the Oak Tree Mile on turf.

What exactly does he mean "90% sure" he will scratch? What exactly is the 10% chance that he will run? These sorts of statements by trainers are always quite confusing.

Cannon Shell, care to elaborate?
