I am going to be in Saratoga on October 17-19, just wanted to know if the public is able to go watch workouts?

I believe the Whitney viewing stand at the Oklahoma training track is open to the public on weekends during the "off-season."

Correct, the Oklahoma track is open to view workouts on Saturdays and Sundays from 7:30am-9:00am until it closes, usually the 2nd week of November.
