If it makes you so mad, call your Representative and tell them to reintroduce a bill to eliminate it (one was proposed in 2011). I agree, it seems stupid and unnecessary today when most of our Representatives are Richy McRich Riches, but the only way to eliminate it is to make it clear to your Rep that you want it eliminated.
