I heard a former player speaking about the officiating today, and it goes back to the NHL wanting robots as officials, as opposed to the guys from the past, not all of whom were even particularly good refs, but at least they had a feel for the game, and knew when to crack down to keep control, and knew when to let the players play.
Don't forget, the guys from the past did the job all by themselves. Obviously it's easier for one guy to dictate the flow of the game. The flip side was the amount of stuff that was missed during these games.
Back then I really think it was an unwritten rule that the whistles were put away after the 5 minute mark of the 3rd period (especially in the playoffs).
