I suppose there's a chance that something was lost in translation but sadly I don't!

My only guess on what they intended (and this is a real shot in the dark), is if the track agrees to seed the exchange wagering markets it would be allowed to pass off losing positions into the parimutuel pool. Obviously this defeats the value of having exchange wagering, but at least it's an explanation.
