This is silly............If the voter couldn't decide, if one was more deserving than the other, abstaining is the correct choice. My guess would be if they filled out the remainder of the ballot and left HOY blank that would constitute abstaining. The no vote could be no ballot at all?

My guess is the no vote would be from the person who voted for both.

perhaps two voted on everything but this category, and the one didn't fill out the ballot at all?
