Yep, any gas price beyond $3 should go 5% for something useful(attack deficit n' alternate energy incentives,) and 5% for oil company profits. Need to do something to protect the industries that are totally reliant on fuel(trucking, airlines etc.) Use that 5% for something other than making pigs fatter.
